I'm a Bible translator with Wycliffe Bible Translators, working in Papua New Guinea translating into one language of many there. You are right about that amount of resources needed to do the work, but that amount could decrease dramatically the more national translators from their respective countries get involved. If we were to do things the way we mostly have, your cost analysis is fairly accurate. But the shift toward training nationals (citizens of the country the work is being done in) to do the work and multiply their efforts through further training other nationals, the time and cost could be dramatically shortened. Also, the movement to use computer software to perform adaptations from existing translations to related languages has the potential to also greatly increase productivity.
